Bill Arnold has served as president of ConocoPhillips Qatar since April 2023. He is currently leading all ConocoPhillips operations in the country and overseeing the organization’s participation in various joint ventures. In his 38 years at ConocoPhillips, Arnold has held several senior leadership positions within the company. In 1986 he had first joined the Phillips Petroleum Company in Lafayette, LA., working at multiple locations in the U.S. and in various engineering roles for assets located offshore in the Gulf of Mexico, Texas, New Mexico, offshore California and the North Slope of Alaska.

His international experience began in 2000 when he moved to the United Kingdom, where he managed different capacities in the Central and Southern North Sea areas until 2005. In 2006, Arnold took on the role of president of the Dubai Petroleum Company in the United Arab Emirates. He then returned to the United States in 2007 to serve as the general manager of Upstream HSE. In 2011, he became the manager of North Slope Integrated Operations & Capital Projects in Alaska. Arnold's global career continued in 2015 when he relocated to Norway as the general manager of Norway Operations for ConocoPhillips. He then served as president of ConocoPhillips China for four years, overseeing the exploration and production (E&P) operations in the country.

Arnold earned a bachelor’s degree in petroleum engineering from the University of Tulsa in 1985 and served on the University of Tulsa Petroleum Engineering Advisory Board. He is a registered professional engineer and a lifetime member of the Society of Petroleum Engineers (SPE) and has held various chair positions. Arnold has also authored and published “The Little Black Book” on Safety, in addition to multiple SPE papers, and has secured a U.S. patent on a specialized well stimulation technique.
